Resource Document (2026)
COSLA, in partnership with local authorities, has produced a Resource Document for Supporting Gypsy/Traveller Temporary Stopping Places
The resource document is not a replacement for local policy nor a substitute for the Scottish Government Guidance for Local Authorities on Managing Unauthorised Camping by Gypsy/Travellers in Scotland .
The resource document was prompted by the negotiated stopping pilot evaluation report and recommendations (see below). It will be updated as more guidance and resources become available.
Negotiated Stopping Pilot Evaluation (2024)
COSLA has worked with local authorities to deliver a Negotiated Stopping Pilot to improve the support that is available to people who are temporarily stopping as part of their cultural identity and nomadic lifestyle. The Lines Between social research agency published an evaluation report and recommendations for Public Health Scotland and COSLA Learning from the Negotiated Stopping Approach to Supporting Roadside Camps in Scotland. The pilot has drawn from experiences during the Covid-19 lockdown (see below).
Covid-19 Framework (2022)
During the Covid-19 lockdown Scottish Government and COSLA developed a framework Coronavirus COVID-19 supporting Gypsy/Travellers: framework for local authorities to guide local authority support for affected families. The framework supported local authorities to take a public health approach to supporting families living roadside, including access to sanitation, and essential services such as education and health.
